A recent staff redeployment at INEC sparked suspicion, particularly with the reassignment of Engr Chidi Nwafor, the organization’s Director of ICT since 2013. Despite his successful oversight of the department’s transformation and acclaimed recognition from local and international observers, Nwafor was reassigned to a lower position as Administrative Secretary in Enugu. Reportera News Nigeria investigated the matter further, given Nwafor’s integral role in the organization’s electoral process as the director of the department that processes and stores data for all voters and oversees electioneering with relatively advanced technology. The redeployment raised concerns, as it appeared to be a demotion of a highly competent individual who designed the Card Reader system used in 2015 and the BVAs for the upcoming presidential election. Many questioned why a system that was not broken needed fixing and why the person who designed it was removed from their position.
Engr Chidi Nwafor is an accomplished electronic engineer with a Bachelor’s Degree from the University of Nigeria, a Masters in Computer Engineering, and experience working in Japan, a leader in ICT. He was appointed as Director of ICT for INEC and oversaw a transformation of the election process, including the introduction of the Card Reader and BVAs. However, Nwafor was redeployed to a lower position as Administrative Secretary in Enugu in what appeared to be a routine staff reshuffle. Reportera News Nigeria investigated the matter and found that Nwafor’s redeployment was a demotion and punishment for his refusal to participate in a plot by INEC, at the behest of the presidency, to rig the presidential elections in favor of the ruling APC party. The plot involved taking control of voter data, a task that fell under the Director of ICT’s purview. INEC’s subsequent failure to adhere to its own guidelines for uploading results in real-time and the controversial declaration of a winner at 4:05am further suggest the rigging plot was successful.
